for bail, the restriction of punishment so that no child under six-

tee years of age shall be sent to prison, special prisons for young

offenders, and the punishment of parents whose neglect of the child

led him to commit a crime or misdemeanour.

Dr. Kotewall's motion struck a responsive chord not only among

his colleagues in the Council but the general public in Hong Kong, and

his resolution was accordingly adopted. As the colonial authorities

have already discussed this problem, action will be deferred pending

receipt of instructions from the British Colonial Office, Meanwhile

the Government is considering the appointment of a Committee to make

detailed proposals on this subject.
